The annual enrollment plan of the textile specialty of Xinjiang Vocational College of Light Industry is 190, the number of graduates in 2012 is 104, the number of graduates in 2013 is 85, the number of graduates in 2014 is 34, the number of graduates is decreasing year by year, and Career Technical College in Shihezi has 4 textile majors, and the enrollment plan is 240 per year, and only about 150 students can be recruited every year. Secondary vocational schools such as Xinjiang supply and marketing school, Shihezi engineering and technology school have also set up textile major, but enrollment is more difficult than tertiary education.


In addition to the contradiction between supply and demand of management personnel, there is also a contradiction between supply and demand of ordinary workers. Statistics show that there are about 2 million surplus rural labor force in our district, and nearly 60% of the rural surplus labor force in three southern prefectures. For these surplus labor, vocational and technical training is particularly important. However, a CPPCC member found that: due to the shortage of teachers and teaching quality in some schools, higher dropout rates appeared in some areas.


These phenomena lie in the fact that the textile engineering and textile machinery major in Xinjiang's colleges and universities have stopped enrollment for many years, resulting in a fault in personnel training. Many people stay in the misunderstanding area of textile industry 20 years ago. It is also urgent to enhance the bilingual teachers of Xinjiang blue collar workers who are urgently needed.


As the old saying goes, "soldiers and horses are not moving, the grain and grass will go ahead", now our district has formulated the "report on vigorously developing the textile and garment industry in Xinjiang to promote the employment of millions of people" and the 13 thematic argumentation reports. All levels of government departments and schools should prepare for the rainy day, advance the implementation of the plan according to the requirements of the people's social office, and do well in the ideological work of the villagers; parents and students must also be prepared mentally: don't throw away their career and business opportunities at home. Only when all sectors of society work together to form a resultant force can the textile industry truly benefit the people's livelihood.
