Consumer oriented, strict implementation of various standards

(1) overseas Clothing enterprise Standard implementation. Foreign clothing company customers have their own clear quality standards and manuals. All suppliers are required to comply. 4. once a quality accident occurs, for example, the product has been completed or sold on the shelves, it is found that the lead content test for the button is not qualified. It will take the principle of global cargo transfer, and move the products to countries with no requirement for the lead content of the buttons, such as New Zealand, Australia and other countries. All in all, countries in the world have different degrees of strict clothing standards in clothing, especially in terms of safety. Mandatory national standards must be observed. If the complaint is not complied with, the local supplier will be heavily punished.
Implementation of domestic standards
China's standard classification. China's standards can be classified into two categories according to their nature: mandatory standards and recommended standards. The mandatory standard is code GB.
It is the state's explicit requirement in the form of law that the technical content and requirements specified in some standards must be implemented, and no violation or alteration is allowed for any reason or method. The recommended standard, the code "GB/T", refers to the standard that the State encourages and adopts voluntarily, which is instructive but not suitable for enforcement. That is, the technical content and requirements stipulated by the standard have a general guiding role, allowing users to use their units flexibly in combination with their own actual conditions.
At present, there are two mandatory standards in China's textiles and clothing consumer goods: one is the identification standard, GB 5296.4 - 1998, the instructions for the use of consumer goods and textiles and clothing, one is the safety technical standard, and the other is GB 18401 - 2010. According to the relevant provisions of the standardization law of the People's Republic of China and the quality control law of the people's Republic of China, the units and individuals engaged in the production and operation of textile products must strictly enforce the mandatory national standards. Products which do not conform to GB 18401 national basic safety technical specifications of textiles are prohibited from production, sale and importation.
Besides mandatory standards, there are many other recommended standards, including national standards, industry standards, local standards and enterprise standards. Each garment standard has its application scope, and the production enterprise consciously carries out corresponding product standards according to its own clothing characteristics, such as the product standard GB/T 14272 "down garments", the jeans product standard FZ/T81006 "cowboy clothing". There are also many product standards that can be applied to clothing of various materials, such as FZ/T 81007 "single clip clothing". Its application scope is cotton, hemp, silk, chemical fiber and its blended fabrics, which are made of raw materials and batches. But a garment is not only a product standard, it also has one or even several citation standards, such as clothing size standards, corresponding fabric standards and so on. Whenever the new standard is issued, the new standards will be held by the bidding committee, the third party inspection room and other departments to help the garment production, management and inspection departments to correctly understand and implement the new standards.
Supervision and management of products by government departments
According to the relevant standards and regulations, most production enterprises in China do the factory inspection, and the qualified products conforming to the standard can go out of the factory. In addition, government functional departments should supervise spot checks, urge enterprises to strictly enforce product standards and ensure product quality.

However, all goods in the retail terminal are not mandatory. Every country must have qualified quality inspection report, but check whether it can enter the retail business for sale on the basis of the factory's certificate of conformity. From this point of view, clothing products account for a larger share of the general merchandise retail market and a large variety of products, so the state can not achieve the most detailed quality control. Invite third party technical organizations to help check. The supervision and spot check of commodities in the circulation sector by the business sector is very legally binding to the enterprises under inspection. However, such supervision and spot checks are planned and not regular, usually in a year. If such a spot checks are more frequent in one year, enterprises will have a reverse mentality if they want to increase their operating costs. The trained business management personnel have the ability to check the appearance quality of the garments, but the internal quality problems are difficult to sense. This requires us to combine the third party technical institutions to test the products by laboratory means. Common problems in standard implementation found at retail terminals
(1) improper use of clothing standards. The application scope of the standard is not well understood by production enterprises, and the wrong product standards are used on the tag. For example, a knitted garment containing 10% wool, the marking standard is FZ/T 73018 "wool knitwear", and FZ/T 73018 "wool knitwear" is applicable to wool knitted goods with a gross weight of more than 30%. It is obvious that knitted garments containing 10% wool can not execute FZ/T 73018 "wool knitted goods" and apply FZ/T 73005 "low wool blended and wool like knitwear".
(two) the label of the tag is incomplete. Some production enterprises are weak in technical strength, and no standards are implemented, that is, no standard production. Some manufacturers fail to identify the size, fiber content and washing methods of clothing. The most typical is fiber content, for example, a linen 30% viscose 70% garment fiber content marked 30% Ma 70% cotton. There are also loopholes in standard drilling for production enterprises. A certain index is evaluated according to a certain standard, which is unqualified products, and another product standard that does not assess the index is implemented.
(three) the lag of standard setting. For example, there are no specific criteria for specific types of clothing products. For example, the front piece of a garment is viscose woven fabric, and the back and sleeves are polyester fiber knitted fabric and so on. Other criteria are inconsiderate for some key indicators, and are not revised in a timely manner. For example, FZ/T 01053 "textile fiber content identification" stipulates that when a certain fiber content on the label is less than or equal to 15%, the deviation of fiber content is 30% of the nominal value. When the fiber content is below 3%, the cashmere content and the content of cotton and linen in the 30% of the nominal value are obviously not applicable.
In view of the above situation, the sixth provision of the "standardization law of the People's Republic of China" stipulates that the products produced by enterprises have no national standards and industrial standards, and enterprise standards should be formulated as the basis for organizing production. The product standards of the enterprise must be reported to the local government's standardized administrative departments and the relevant administrative departments for archival purposes. The State encourages enterprises to set up enterprise standards that are stricter than national standards or industry standards, and are applicable within enterprises if they already have national or industrial standards.
In order to ensure the quality of products, many garment production enterprises will set up enterprise standards strictly controlled by national standards and industry standards to control the quality of products. Some enterprises' standard pH values are stricter than national standards and industry standards. Some enterprise standards add some technical indicators on the basis of superior standards. Consumers do not understand all the standards executed by a garment. They are concerned with the style, material and price. They want to buy clothes that are comfortable, comfortable, safe and remain the same after washing. Their requirements cover the physical and chemical properties of various aspects of clothing products. That is why apparel companies in various countries regard these test indicators as an important part of the formulation of clothing standards.
Summing up the application stage of standards in retail industry
First, the passive stage. The main performance is that most enterprises do not attach importance to quality, and there are three products in the market. The Technical Supervision Bureau and the Bureau of industry and Commerce of the competent government departments, by compulsive standards, carry out punishments and checks on the unqualified products by means of spot checks and tests, and enforce the mandatory regulations, so that manufacturers can passively improve the quality of products in the process of checking spot checks.
