No New Printing And Dyeing Enterprises Will Be Established In Huzhou, Zhejiang During The "12Th Five-Year" Period.

During the "12th Five-Year" period, the printing and dyeing industry in Huzhou city of Zhejiang province will no longer build new printing and dyeing enterprises, and strive to eliminate all the existing backward production capacity. In 2010, it will eliminate backward production capacity of 1 billion meters, while resolutely eliminating "low and low dispersion" which does not meet the requirements of industrial access.

In recent years, Huzhou's printing and dyeing industry has achieved remarkable results in energy conservation, emission reduction and elimination of backward work.

So far, 39 enterprises have achieved centralized heating and 56 enterprises have achieved centralized emission control.

Energy saving and emission reduction technologies and technologies such as frequency conversion, steam condensate recovery, waste heat recovery and reuse of waste water and waste water, and reuse of recycled water have been widely applied, greatly reducing the water consumption and pollutant load of printing and dyeing.

During the "12th Five-Year" period, Huzhou will further intensify its efforts to eliminate backward production capacity in the printing and dyeing industry.

The newly promulgated pformation and upgrading of Huzhou's printing and dyeing industry in the "12th Five-Year plan" clearly stated that the industry will be strictly admittance, and no new printing and dyeing enterprises will be established. Technical pformation projects must implement the "equivalent replacement" or "reduction replacement" of the new capacity and the elimination of production capacity, so as to achieve the quality control of the printing and dyeing industry in the whole city.

At the same time, we must strive to eliminate all the existing backward production capacity, eliminate the backward production capacity of 1 billion meters on the basis of eliminating 250 million meters in 2010, and eliminate the planned production facilities for more than 10 years, and strive to eliminate them at the end of 12th Five-Year. We must resolutely eliminate the "low and small" printing and dyeing enterprises which do not meet the requirements of industrial access, and the number of eliminated enterprises will be reduced by more than 30% in 2010.

All wool dyeing with high energy consumption and high solubility ratio should be eliminated; all cotton spinning and woolen dyeing and printing products with high energy consumption and low grade should be eliminated.

Totally eliminated the 74 type dyeing and finishing production line, backward type and peace net printing machine, hot melt dyeing machine, hot air cloth stretching machine, short ring drying machine and other high energy consumption and high water consumption backward production technology and equipment; the pre-treatment, dyeing, printing and setting equipment with more than 15 years of service; all direct current motor drive, continuous casting pretreatment equipment and dyeing equipment for cast iron structure steam box and water washing tank; and intermittent dyeing equipment with bath ratio greater than 1: 10.

Through various measures, by the end of 12th Five-Year, the energy consumption of Huzhou's printing and dyeing industry will increase to 3 tons of standard coal / 10000 yuan, the annual energy consumption per unit added value will be reduced by 5%, the water reuse rate of cotton printing and dyeing projects will reach more than 35%, and the water reuse rate of other printing and dyeing projects will reach more than 50%; in 2010, the dynamic upgrading of pollutants and the COD emissions will be reduced by about 28%.
